How will you ensure that you've taken account of social value in the event that the Public Services (Social Value) bill is enacted by Parliament? Good commissioning requires many factors to be taken into account at each stage of the commissioning process, in order to achieve regulatory and policy aims, including value for money and reduced inequality. This training course, based on a "Guide to Commissioning for Maximum Value", LGA 2012, written by The SROI Network, will offer some underpinning principles and ways of looking at social value to bring clarity to a complex field. It offers a chance to try out some of the professional practices around understanding, measuring and valuing outcomes. It presents the Commissioning for Maximum Value model, a flexible approach to guide the difficult professional judgements that commissioners make. The course is suitable for those working in a commissioning team and the English Public Sector in any role (finance, community consultation, policy, heads of service and others), particularly those teams responsible for commissioning relational public services. In order to determine where scarce funds should be allocated to achieve their greatest impact, all organisations should understand the relative values of their impacts. Understanding and measuring value can inform the design of services and be an important step in attaining funding. This interactive course provides a full introduction to all the main valuation techniques. The focus will be on methods of valuing outcomes that have no market price, such as the value of an improvement in health, a reduction in pollution, an increase in self-esteem or an increase in social contacts and networks. Participants will develop an understanding of what outcomes should be measured and valued and the course will provide practical examples and suggestions for how to value the outcomes of your interventions. We will derive values in class using the main techniques, including stated preference methods such as contingent valuation, market data methods and the new approach of wellbeing valuation, and participants will receive a simple framework for assessing the value of their interventions that they can implement in their organisations. This course will be vital for anyone involved in SROI and other value for money techniques. Daniel was previously head of cost-benefit analysis at the Department for Work and Pensions and he has worked extensively with a range of Value for Money techniques such as SROI. Daniel undertakes research in techniques for valuing non-market goods at the London School of Economics and has recently published guidelines on valuation for the UK Government, including an update to the Treasury Green Book manual. Daniel has researched and estimated the value of a wide range of non-market goods and services, including employment, health, volunteering, reduction in crime and stable family relationships.

SROI Masterclass: Creating Spreadsheets for SROI ModellingWhen: 9.30am – 4pm on 7th February 2012 This course builds on simplified model introduced in the 2-day SROI training to provide participants with guidance on how to model more complex scenarios. The course will look at how your SROI model can capture distance travelled outcomes data and proxies, benefit periods of different duration and starting points, and divergent theories of change among your beneficiary groups. Refining measures of impact (deadweight, attribution and displacement) will also be addressed. The course will be delivered by Natalie Nicholles and Olivier Vardakoulias. Natalie is a senior consultant with nef consulting and has developed complex SROI models for clients ranging from the Prince’s Trust to Care International. Olivier is an economist with extensive modelling experience. He was recently involved in the worldwide TEEB (The Economics of Ecosystems and Biodiversity) project.
